The Sanad card, a vital initiative to support people of determination, is available for free in Dubai for citizens, residents, and tourists. This card provides numerous benefits, such as free parking, Salik fee exemption, hospital discounts, and reduced monthly phone plans.
To apply for the Sanad card, individuals can use the Community Development Authority’s (CDA) website, mobile application, or visit a customer happiness center. Proof of disability and other relevant documents are required for the application.
Required Documents:
Citizens with Dubai Passport (Category – A)
The Sanad card, valid for five years, requires:
- Electronic copy of Emirates ID
- Electronic copy of passport (minimum six months validity)
- Electronic copy of family book issued in Dubai
- Electronic copy of a recent high-quality personal photo (4×5 cm)
- Electronic copy of a medical report detailing the disability, issued by a diagnostic agency accredited by the Medical Committee in Dubai
- Electronic copy of a people of determination card from the Ministry of Community Development (if applicable)
Holders of Decrees (Category – B)
For a five-year card:
- Electronic copy of Emirates ID or valid decree certificate if the Emirates ID is expired or not renewable
- Electronic copy of a recent high-quality personal photo (4×5 cm)
- Electronic copy of a medical report detailing the disability, issued by an accredited diagnostic entity in the UAE
- Electronic copy of a people of determination card from the Ministry of Community Development (if applicable)
- Electronic copy of proof of residence in Dubai
Citizens from Other Emirates (Category – C)
Eligible for a five-year card:

Expatriate Residents in Dubai (Category – D)

Tourists (Category – E)
Eligibility for a card valid for the duration of the visit:
- Electronic copy of the visit visa issued by Dubai
- Electronic copy of passport (minimum six months validity)
- Electronic copy of a medical report or disability card approved by the home country
- Electronic copy of proof of residence in Dubai
- Electronic copy of a recent high-quality personal photo (4×5 cm)
Application Process:
- Register a service request, receiving a text message confirmation.
- CDA verifies document submission.
- If approved, notification is sent via email or text message.
- For medical report submissions, the request is referred to the Dubai Health Authority’s Medical Committee. Approval leads to card issuance, while rejection is communicated to the applicant.
- If a People of Determination card from CDA is submitted, the application is approved, and the Sanad card is issued.
Additional documents may be requested by CDA to complete the application. Note that receipt of the application does not guarantee service approval.
