The UAE Cabinet, chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, convened at Qasr Al Watan in Abu Dhabi to approve a range of transformative policies. Among the key decisions was the launch of the UAE’s first fully integrated regulatory intelligence ecosystem — an artificial intelligence-powered legislative model designed to reshape and streamline the country’s legal system.
The session brought together several senior leaders, including H.H. Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister, and Chairman of the Presidential Court; H.H. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance; H.H. Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister, and Minister of the Interior; and H.H. Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs.
During the meeting, Sheikh Mohammed emphasised the country’s commitment to building a future-ready legislative ecosystem. He explained that the newly approved Regulatory Intelligence Office will unify federal and local laws under one cohesive plan. Using AI, the system will connect legislation with judicial rulings, executive actions, and public services. Additionally, it will offer real-time impact analysis and suggest regular updates to ensure global best practice alignment.
Driving Industrial Growth, Sustainability, and Social Development
The Cabinet also approved several initiatives designed to boost industrial growth and sustainable development. Preparations for the upcoming “Make it in the Emirates” Forum were reviewed, an event set to promote investment, local production, and strategic partnerships. Sheikh Mohammed noted that the industrial sector’s GDP contribution reached AED 210 billion, marking a 59% increase in four years. Industrial exports climbed to AED 197 billion, reflecting a 68% surge since 2020.
In addition, the Cabinet endorsed the Global Alliance for Energy Efficiency, an initiative developed from the COP28 “UAE Consensus.” This alliance will aim to double energy efficiency across industries by 2030 while fostering international cooperation on policy and knowledge sharing.
Meanwhile, the “Plant the Emirates” campaign has seen promising results. To date, 459,698 trees have been planted nationwide, with the help of over 8,200 volunteers and 5,000 students. More than 593,000 seedlings have been distributed, and 109 workshops conducted to promote green awareness.
The Cabinet also reviewed progress on the Sheikh Zayed Housing Programme, which approved 9,468 loans worth over AED 7.5 billion between 2022 and 2024, exceeding initial targets. On tax policy, the UAE secured a top-five global ranking for efficiency and stood second for combating tax evasion, according to the IMD World Competitiveness Report. As of this year, 520,000 companies have registered for Corporate Tax, while 470,000 are enrolled for VAT, reflecting high compliance and economic strength.
Global Partnerships and National Identity Strengthening
The Cabinet further addressed the country’s efforts to strengthen its global partnerships. It ratified 12 international agreements and authorised negotiations for 32 new treaties. These agreements will support economic growth, development initiatives, and international cooperation.
In the cultural sector, the Cabinet endorsed the National Strategy for Cultural and Creative Industries. This strategy introduced several initiatives, including the Emirates Culture and Creativity Medal and a National Grant Program. The Cabinet also adopted the Public Benefit Entities Classification Guide, ensuring social, cultural, and environmental organisations operate within clearly defined legal frameworks.
Finally, the meeting covered updates on the National Autism Policy and the National Sports Strategy. Both initiatives underline the UAE’s broader aim to enhance social inclusion and national identity. Through these decisions, the UAE continues to shape a modern, resilient, and globally connected future.
