Dubai’s creative sector has emerged as a global economic force, representing 6.1% of the world’s economy, with a valuation of $4.3 trillion. A new report, Creative Dubai: Navigating Tomorrow’s Creative Landscape, highlights the emirate’s cultural achievements and its vision for future innovation, reinforcing its role as a global cultural and economic leader.
Key Highlights from the Report
Dubai’s cultural and creative industries contributed AED 21.96 billion ($5.98 billion) to the emirate’s GDP in 2022, accounting for 4.6% of its economy. The sector is home to 47,544 creative companies, employing 175,727 individuals. The emirate also attracted 898 foreign direct investment (FDI) projects in 2023, with AED 11.8 billion in total capital inflows.
The UAE boasted the largest creative sector in the MENA region in 2021, further solidifying Dubai’s leadership in this domain. Over 40% of start-ups in the regional creative industries are based in Dubai, with 306 securing funding exceeding $1 million.

Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture, emphasised the emirate’s global impact:
“Dubai has established itself as a prominent global hub for culture and innovation. Its dynamic economic system and initiatives have created boundless opportunities for creatives and entrepreneurs, solidifying its leadership in the creative economy.”
The report outlines Dubai’s integrated approach to fostering creativity, including advanced digital infrastructure, an enabling business environment, and support for cultural production, exhibition, and dissemination. This strategy has attracted talent and strengthened the city’s profile as a global cultural hub.
Global Recognition and Future Goals
Dubai’s achievements in cultural interaction were recognised by the 2023 Global Power City Index, where it ranked first regionally and fourth globally. The emirate will also host the World Cities Culture Summit 2024 and the International Council of Museums (ICOM) General Conference 2025, marking significant milestones for the region.
The report highlights trends shaping the sector, such as the adoption of AI, augmented reality, and blockchain technologies. It also recommends hybrid business models, government-supported innovation labs, and integrating creative industry insights into educational curricula to sustain growth and attract talent.
