If you’re moving to a new home in Abu Dhabi, setting up water and electricity connections is a straightforward process, especially if you’re registered with Tawtheeq, the emirate’s tenancy contract registry.
Registering with Tawtheeq
All property owners and management companies in Abu Dhabi and nearby areas must register with Tawtheeq. This system simplifies the rental process. If you’re a tenant registered with Tawtheeq, your utility accounts with Abu Dhabi Distribution Company (ADDC) will be automatically set up using the name on your tenancy contract. Expect your first bill within a month.
If you’re an owner or a tenant not registered with Tawtheeq, you’ll need to create a separate account with ADDC. For tenants renting through a management company, registration with Tawtheeq is typically handled when you sign your lease. If not, you can register by visiting an Abu Dhabi Municipality customer service center or completing an e-form on the TAMM website. This also applies to new property owners.
Setting Up an ADDC Account
To set up an ADDC account, visit the ADDC website or one of their branches. Use the branch locator on the ADDC website to find the nearest branch offering the ‘Water and electricity request for new tenant’ service. You’ll need to pay a refundable security deposit of Dh1,000, which will be included in your first bill. This deposit will be returned when you close the account or can be transferred to a new property.

For tenants renting property:
- Passport and Emirates ID
- Family book (for UAE nationals)
- Tenancy Contract
- Previous account closing letter for the property you’re moving into
For property owners:
- Passport and Emirates ID
- Family book (for UAE nationals)
- A copy of the valid premise ownership deed or the site plan issued by AD Municipality
- Previous account closing letter for the property you’re moving into
An account closing letter (previously known as a clearance certificate) will have been issued when the previous ADDC account for the property was closed. You can obtain a copy by contacting the landlord.
You can still set up your ADDC account if you do not have an Emirates ID yet; however, you must provide the card number within 40 days of the move-in application date.
After submitting the required documents, you’ll receive an email and SMS about the status of your utility accounts, usually within two days.
