The United Arab Emirates has unveiled its first media legislation in over 40 years, marking a significant overhaul of the nation’s media regulatory framework. Announced at a press conference in Dubai, the new Media Regulation Law and its accompanying Executive Regulation aim to address and govern emerging technologies such as artificial intelligence, gaming, and on-demand broadcasting platforms—sectors previously unregulated under older media laws.
Mohammed Saeed Al Shehhi, Secretary-General of the UAE Media Council, stated that this new system represents a departure from traditional media regulation methods, aligning with the UAE leadership’s vision for a modern and integrated media landscape. He emphasised that the revamped framework combines updated legislation with comprehensive media services and policies across various sectors to enhance efficiency and sustainable growth.
Al Shehhi highlighted that the development of this legislation was a two-year process involving close collaboration with federal and local entities, media organisations, content creators, and international experts.
The Secretary-General underscored that the regulatory framework places content at the core of the industry. He noted that the law incorporates clear standards for responsible and balanced content that respects cultural values and identity while promoting creativity and impact. Al Shehhi concluded by stating that the objective is to empower the media sector to become a driving force for development and a vital economic engine, contributing to the national GDP and enhancing the UAE’s regional and global competitiveness.
