The Ministry of Energy and Infrastructure (MoEI) has recently joined the National In-Country Value (ICV) Programme through a memorandum of understanding with the Ministry of Industry and Advanced Technology (MoIAT).
The signing ceremony took place in the presence of Dr Sultan Al Jaber, Minister of Industry and Advanced Technology, and Suhail bin Mohammed Al Mazrouei, Minister of Energy and Infrastructure, according to WAM.
The agreement between the two ministries aims to collaborate in implementing the ICV Programme, which is a part of the Projects of the 50 initiative. As per the memorandum, MoEI will apply the National ICV standard to all its procurement activities and contracts.

This collaboration supports the national strategic objectives of empowering the industrial and advanced technology sectors, as well as enhancing the competitiveness of national supply chains. It aligns with the goals of the National ICV Programme to stimulate economic growth by redirecting government expenditure into the local economy.
Empowering National Supply Chains: The Ministry of Energy and Infrastructure Joins the National ICV Programme
The programme focuses on procuring products and services from locally based companies while creating quality job opportunities within the UAE.
Al Suwaidi said, “As part of its strategy to empower the industrial sector, increase investment attractiveness and develop national capabilities, MoIAT is launching an integrated ecosystem of programmes, initiatives and projects that support the growth and development of the industrial sector. This ecosystem includes the National ICV programme, which aims to enhance the capabilities and revenues of certified companies by increasing the demand for local products and services. This contributes to the growth of the industrial sector, creates quality job opportunities and provides incentives to adopt advanced technologies. It also supports the Make it in the Emirates initiative.”
He added, “The programme, which is being implemented under the National Strategy for Industry and Advanced Technology, aims to enhance the capabilities of local certified suppliers by increasing the demand for local goods and services.”
Stimulating Local Economy: Ministry of Energy and Infrastructure Implements the National ICV Programme
Omar Al Suwaidi highlighted the significant achievements of the National ICV Programme and its continuous success since its establishment. In the previous year, manufacturers’ expenditure in the national economy reached AED 53B, marking a notable 25% rise compared to 2021. With the Ministry of Energy and Infrastructure (MoEI) joining the programme, it will contribute to its expansion into various sectors such as infrastructure, transport, housing, and more.
Eng. Hassan Mohammed Al Mansouri said, “We are pleased to join the National ICV programme and implement its standard in our infrastructure and housing construction and maintenance projects as well as the transport sector. It aligns with our endeavors and commitment to supporting national industries, creating a favourable business environment, and contributing to the growth of the UAE’s GDP.”
He added, “As per the MoU, we will prioritise ICV certified companies in the procurement process to increase demand for their products and services and contribute to their development, as well as create robust supply chains and new jobs.”
The Ministry of Industry and Advanced Technology (MoIAT) warmly welcomed multiple new entities to the National ICV Programme in 2022. As a result, the total number of participants in the programme now stands at 26, encompassing both federal and local government agencies and corporations.
