Emirates Central Cooling Systems Corporation (Empower), the world’s largest provider of district cooling services, has signed an agreement to design a new district cooling plant at Dubai Science Park.
The upcoming facility will have a total production capacity of 47,000 Refrigeration Tons (RT), serving nearly 80 mixed-use developments across the community.
This initiative is aligned with Empower’s expansion strategy, aimed at addressing the growing demand for sustainable and energy-efficient district cooling solutions across Dubai’s key districts.
Construction of the project is set to commence by the close of the first quarter of 2026.
Dubai Science Park, the region’s first free zone dedicated to the sciences, is home to hundreds of companies and over 3,000 specialised professionals. It serves as a vibrant community and collaborative hub for entrepreneurs, SMEs, and multinational firms engaged in scientific research. The park is also recognised as a centre for business growth, fostering research, innovation, and creativity within a supportive and flexible environment.
According to Empower, the new plant will be designed and operated using advanced, award-winning technologies developed by the company. These include thermal energy storage (TES) systems that ease pressure on the state power grid during peak demand, and treated sewage effluent (TSE) technology that minimises freshwater consumption in district cooling operations. The plant will also integrate artificial intelligence and cutting-edge digital solutions to deliver maximum efficiency and sustainability.
Currently holding more than 80% of Dubai’s district cooling market, Empower remains focused on upgrading its facilities and strengthening district cooling infrastructure to meet the increasing requirements of individuals, businesses, and institutions across the emirate.
