Dubai Culture and Arts Authority (Dubai Culture) has signed a strategic Memorandum of Understanding (MoU) with the Ministry of Economy to strengthen the UAE’s intellectual property (IP) landscape. This initiative reinforces both institutions’ commitment to building a thriving cultural and creative industries (CCI) ecosystem by safeguarding creative rights and encouraging innovation.
Empowering Creative Growth Through IP Protection
The newly signed MoU sets the stage for a comprehensive collaboration to advance public awareness and policy frameworks around IP. As a key pillar of sustainable development, IP rights play a vital role in ensuring creatives, entrepreneurs, and innovators are empowered and protected.

Through this agreement, Dubai Culture and the Ministry will jointly organize a wide range of initiatives. These include specialized training workshops, seminars, panel discussions, conferences, and forums. In addition, both parties will engage in annual programmes focused on IP, promote cross-sectoral learning, and share best practices through co-authored publications, briefs, and research.
The partnership is designed to strengthen the dissemination of knowledge across platforms, ultimately contributing to a more resilient and innovative knowledge economy.

Hala Badri, Director General of Dubai Culture and Arts Authority, highlighted the UAE’s growing role as a global hub for creative entrepreneurship. Badri emphasized that recent legislative reforms in the UAE have significantly enhanced IP protections, laying the foundation for increased research, investment, and innovation. “This has opened doors to global projects and partnerships,” she added. “Our collaboration with the Ministry of Economy reflects our pledge to foster exchange of insights among local and federal entities and to strengthen the ecosystem supporting ownership rights.”
