The Dubai Chamber of Commerce issued and received 5,357 ATA Carnets in 2024, facilitating the movement of goods worth AED 4.3 billion. This reflects Dubai’s growing exhibitions and conferences sector, where ATA Carnets play a crucial role.
These documents allow businesses to temporarily import goods without paying customs duties or taxes for up to one year. Consequently, exhibitors and traders benefit from streamlined processes, making participation in international events more efficient.
Dubai Chamber: Simplifying Customs Procedures
Khalid AlJarwan, Vice President of Commercial and Corporate Services at Dubai Chambers, highlighted the significance of the ATA Carnet system. He explained that it enhances Dubai’s position as a global events hub by simplifying customs requirements.
The system operates through a collaboration between Dubai Chamber of Commerce, Dubai Customs, and the Federal Customs Authority. Essentially, it acts as a “merchandise passport,” enabling goods to cross international borders temporarily without incurring customs fees.
A wide range of items qualifies for ATA Carnets, including commercial samples, professional tools, and equipment used in trade fairs. These include audiovisual devices, medical instruments, industrial machinery, artwork, and even racehorses. However, perishable goods, consumables, and repairable items are not covered.
Enhancing Efficiency and Cost Savings
The ATA Carnet system, established under the Istanbul Convention by the World Customs Organisation (WCO) in 1990, continues to facilitate international trade. By allowing businesses to complete customs formalities in advance, it minimizes delays and unexpected expenses.
Moreover, the system reduces financial burdens. Exporters are exempt from VAT and customs duties and are not required to provide security deposits. Additionally, the ability to use a single carnet across multiple countries ensures seamless border crossings.
As Dubai strengthens its trade and events sectors, the ATA Carnet system remains a key tool. By attracting more global businesses, it reinforces the emirate’s reputation as a premier hub for exhibitions and international commerce.
