Two major offshore wind projects being developed by a joint venture between RWE and Abu Dhabi Future Energy Company (Masdar) off the northeast coast of England have been granted a Development Consent Order (DCO).
RWE and Masdar have welcomed the decision issued by Lord Whitehead, acting under the legal authority of the UK Energy Secretary, to approve the Development Consent Order for the two Dogger Bank South (DBS) offshore wind farms.
The proposed DBS West and DBS East wind farms are expected to deliver a combined installed capacity of 3 gigawatts (GW), generating enough electricity to supply the equivalent of around three million UK households each year.
Located more than 100 kilometres off England’s northeast coast, the projects are also expected to unlock significant economic opportunities for businesses and communities across Yorkshire, the Humber, and wider regions of the UK.
In January 2026, the developments secured Contracts for Difference (CfD) from the UK Government under Allocation Round 7 (AR7), strengthening their commercial viability.
The Development Consent Order application was first submitted in June 2024 and included more than 1,000 documents for review by the Planning Inspectorate, alongside ten online examination hearings.
RWE and Masdar will now move into detailed final design and procurement planning, with a Final Investment Decision (FID) targeted for 2027.
The projects are being developed through a joint venture structure, with RWE holding a 51% stake and Masdar holding 49%.
