The UAE Ministry of Higher Education and Scientific Research (MoHESR) has announced Ministerial Resolution No. (34) of 2025, aimed at improving the recognition of qualifications issued by foreign higher education institutions (HEIs).
Under the new rules, the Ministry will verify the authenticity of qualifications, ensure institutions are legally established, and confirm they are licensed and accredited by an official body in their home country.
These changes support the UAE’s vision of enhancing educational excellence while reducing bureaucracy. The initiative aligns with the Zero Government Bureaucracy programme and global best practices.
Significant Improvements Following Pilot Launch
Ahmad Ibrahim Alsaadi, Acting Assistant Undersecretary for the Higher Education Operations Sector and Director of the International Education Support and Scholarships Department, highlighted the benefits of the pilot programme.
During the trial, documentation requirements were reduced by over 70%, decreasing from 14 required documents to just four. As a result, the number of recognised qualifications rose from 5,780 to 12,180 within a year.
Moreover, declined requests dropped from 8.3% to 3.5%, demonstrating the system’s improved efficiency and accuracy. The updated process now integrates with various scholarship bodies and applies two unified standards across all specialisations and universities.
Enhancing the Student Journey and Future Employment
The new recognition system makes it easier for graduates to have their qualifications accepted for employment or further studies. By focusing on automation and digital services, the Ministry aims to deliver a seamless academic journey—from enrolment to graduation.
Alsaadi stressed that MoHESR is redesigning the full student experience to align with academic and career goals. These efforts will also ease graduates’ transition into the UAE’s labour market, supporting the country’s goal of becoming a global hub for education and talent.
