Dubai Municipality has received approval to implement a deep-tunnel drainage project designed to protect the emirate for the next 100 years. The initiative aims to enhance the city’s resilience and is part of a long-term infrastructure strategy accelerated by the record rainfall in April 2024.
Eng Marwan Bin Ghalita, Acting Director General of Dubai Municipality, highlighted that the recent extreme weather served as a catalyst for positive change. “The recent rain incident may be a blessing from which we have learned a lot,” he said. He added that collaboration across all parties was critical in managing the crisis, underscoring a unified, solution-oriented approach.
Strategic partnerships and cutting-edge technology
The deep-tunnel project represents one of Dubai’s most ambitious infrastructure undertakings. It is designed with a 100-year operational lifespan and is being implemented in partnership with private-sector experts. “This drainage project, under the directives of the leaders, has begun design and partnership with the private sector because a project like this must be implemented with the private sector; it cannot be done without them,” Bin Ghalita explained.
Dubai Municipality is also leveraging advanced Geographic Information Systems (GIS) technology to simulate rainfall impacts and identify the city’s most vulnerable areas. This data-driven approach ensures that emergency responses are targeted, rapid, and effective. Bin Ghalita emphasised the importance of integrating databases across government entities, stating, “When a crisis happens, you need data from everywhere… a robust database provides clear data, enabling you to make quick decisions.”
Building resilience for generations
The project exemplifies Dubai’s strategic use of public-private partnerships, combining global expertise with local infrastructure planning. It reflects the emirate’s commitment to safeguarding growth, development, and citizen well-being against future climate risks. By blending physical infrastructure with technology and integrated data management, Dubai is setting a benchmark for resilient urban planning and demonstrating its readiness to address the challenges of the coming century.
