Dubai has announced a series of major policy reforms aimed at enhancing public wellbeing. The measures, approved by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council, were introduced during a recent council meeting. These initiatives fall under the broader frameworks of the Dubai Social Agenda 33 and Dubai Economic Agenda D33, both of which place people at the heart of Dubai’s development vision.
The newly approved strategies include plans for three new hospitals, 33 primary healthcare centres, an Emirati student empowerment policy, smart-building guidelines, and a centralised family welfare platform. These initiatives reflect Dubai’s commitment to sustainability, inclusivity, and future-ready infrastructure.
Three New Hospitals and Expansion of Primary Care
Dubai’s updated healthcare strategy, spearheaded by the Dubai Health Authority, focuses on expanding access to quality care and aligning with global health benchmarks. The plan includes building three new hospitals and 33 primary care centres by 2033. Several new centres of excellence in specialised medicine will also be established.
Facilities will be prioritised in fast-growing areas like Al Yalayis, Al Awir, Hind City, Nad Al Sheba, Al Lisaili, and Lehbab. The government will rely on public-private partnerships to deliver these projects, offering incentive packages to attract both domestic and international investment.
The strategy also involves a review of healthcare supply and demand, enhancement of insurance coverage—particularly for mental health and rehabilitation—and greater medical talent recruitment. Expanded scholarships for Emirati doctors will support the talent pipeline.
Empowering Emirati Students in Private Education
The new Education Policy for Emirati Students in Private Schools, developed by the Knowledge and Human Development Authority (KHDA), sets ambitious targets. It aims for 100% of Emirati students to attend schools rated ‘Good’ or higher, and for parental satisfaction to exceed 90%.
Key elements include tailored school improvement plans, flexible learning models, and the expansion of the Dubai Distinguished Students Programme (DDSP). The policy will also focus on increasing Emirati teacher numbers, raising curriculum standards, and encouraging active parental engagement. It aligns with the broader Dubai Education Strategy 2033, which envisions future-ready leadership among Emirati youth.
Family Welfare Services Consolidated Under One Roof
Dubai will also launch a Unified Centre for Family Care, led by the Community Development Authority (CDA). The centre will consolidate family counselling, child protection, custody management, and social support services under one platform. Two branches—located in Deira and Bur Dubai—will offer both in-person and digital access.
This initiative supports family stability, promotes national values, and fosters social inclusion. Sheikh Hamdan highlighted that strengthening family systems is essential to building a cohesive and resilient society.
Smart Buildings Policy to Reduce Energy Use and Emissions
Dubai has also approved the Smart Buildings Policy, developed by Dubai Municipality, to boost urban sustainability. The policy introduces standards for buildings using renewable energy, smart water networks, automated climate systems, and real-time monitoring.
Its goals include a 25% reduction in electricity consumption, a 15% drop in water use, and a 20% decrease in operational costs. The policy will improve resident satisfaction and quality of life, while also attracting investment in innovative real estate.
Though adoption is currently voluntary, the government plans to promote uptake among developers and investors. The policy complements the Dubai Integrated Energy Strategy 2030 and supports the UAE’s Net Zero by 2050 Strategic Initiative.
Sheikh Hamdan’s Vision for a Sustainable, Inclusive Dubai
Sheikh Hamdan reaffirmed that Dubai’s people-centric approach guides every development initiative. “Our focus remains on delivering tangible, people-centric outcomes. These policies support individuals, families, and society—key pillars of a more sustainable and inclusive future,” he said.
The new policies reflect a comprehensive and integrated approach, combining health, education, social care, and infrastructure to enhance quality of life for all Dubai residents.
