VEON, the parent company of Ukraine’s leading mobile operator Kyivstar, is preparing to shift its corporate headquarters from the Netherlands to Dubai, where its growing operational hub has been based since early 2022.
After its Amsterdam delisting, VEON plans to finalise its headquarters move from the Netherlands—where it has been since 2010—to Dubai by the close of the second quarter in 2025.
By relocating to its hub at Dubai International Financial Centre (DIFC), VEON will become the largest Nasdaq-listed company with its group base in Dubai, according to a statement by the telecom firm.
“Our decision to move our headquarters to Dubai reflects a strategic shift, aligning us closer to our key markets. This move enables us to leverage Dubai’s vast opportunities, including proximity to our operations, access to top-tier talent, and greater visibility with Gulf investors,” stated Kaan Terzioglu, VEON’s group CEO.
VEON’s digital services currently provide internet connectivity to 160 million users, with 110 million actively engaging with its digital platforms each month.
