The UAE has formally entered the regulated online gaming market with the issuance of its first licence for an internet gaming and sports wagering platform. Moreover, the newly launched Play971 website operates under authorisation from the General Commercial Gaming Regulatory Authority, marking a shift toward a controlled legal framework.
Play971 is operated by Coin Technology Projects LLC. Therefore, the approval represents a significant development in the country’s approach to commercial gaming, an area previously prohibited under UAE law.
Regulatory framework and licensing
Coin Technology Projects LLC is now listed as a licensed operator under both Internet Gaming and Sports Wagering categories. Additionally, while this is the 19th licence issued since the regulator’s establishment in September 2023, it is the first granted to a public-facing online platform.
The regulatory framework defines commercial gaming as any activity involving a wager on games of chance or skill. As a result, the framework extends across lotteries, sports wagering, online gaming, and land-based casino operations, ensuring consistent supervision and compliance.
Consumer safeguards and phased rollout
Strict access controls apply to the Play971 platform. Consequently, users must be at least 21 years old and physically located within the UAE, while access from restricted geographic areas is prohibited. The use of VPNs or location-masking tools is also banned, and breaches may result in forfeited winnings.
Responsible gaming measures form a central part of the platform’s launch. Moreover, safeguards include player controls, protections against underage participation, and access to external support services designed to promote safe usage.
The launch forms part of a broader phased strategy to develop a regulated gaming ecosystem. Therefore, initial access is limited to select emirates, including Abu Dhabi and Ras Al Khaimah, with wider national availability expected by early 2026 following further regulatory review.
Overall, the introduction of Play971 signals a measured transition toward regulated commercial gaming. As a result, the UAE is prioritising transparency, consumer protection, and oversight while positioning itself within the region’s evolving gaming industry.
