The Ministry of Climate Change and Environment (MOCCAE) is preparing to launch a framework for Extended Producer Responsibility (EPR) in the UAE. The initiative aims to address environmental challenges, promote waste reduction, increase recycling, and advance the circular economy for sustainable economic growth. It will encourage industries to adopt innovative manufacturing practices and foster public-private partnerships to develop effective waste management solutions.
Eng. Alia Abdul Rahim Al Harmoudi, Assistant Undersecretary for the Sustainable Communities Sector at MOCCAE, highlighted that EPR is part of the UAE Integrated Waste Management Agenda 2023-2026 and aligns with the UN Sustainable Development Goals. The framework assigns manufacturers responsibility for managing the entire life cycle of their products, including post-consumer waste management through recovery, treatment, and disposal programmes.
Grounded in Article (5) of Federal Law No. 12 of 2018 and Cabinet Resolution No. 39 of 2021, the framework focuses on three key product categories: packaging materials, electrical and electronic devices, and batteries. MOCCAE has collaborated with government bodies, environmental authorities, producers, retailers, and waste management providers to design an effective nationwide system.
To ensure stakeholder alignment, the Ministry conducted studies and workshops to incorporate diverse perspectives. A pilot project is currently under development to test the framework and gather insights for full implementation. The pilot will also focus on community engagement, raising awareness about safe waste disposal practices and strengthening public involvement in integrated waste management.
