The UAE Cabinet has approved a new economic clusters policy designed to add AED30 billion ($8.2 billion) to the nation’s GDP annually. Chaired by Sheikh Mohammed bin Rashid Al Maktoum, the meeting at Qasr Al Watan also confirmed that the initiative will raise foreign trade by AED15 billion ($4.1 billion) within seven years. The policy focuses on building interconnected industries across strategic sectors such as financial services, tourism, space, food, and communications. By leveraging natural resources, geographic advantages, and strong business links, the UAE aims to expand innovation ecosystems and enhance its global competitiveness.
Sheikh Mohammed said: “Today, I chaired the first Cabinet meeting of the new government season at Qasr Al Watan, which we hope will be a season of prosperity, progress, and growth for our nation.”
Expanding Strategic Clusters
The National Policy for Economic Clusters introduces a framework that integrates industries, services, and supporting organisations within defined areas. This approach is expected to strengthen cooperation between mature sectors and emerging fields. It will also improve access to advanced technologies while creating opportunities for startups. Clusters will be established nationwide, covering key areas like hospitality, data analytics, and communications. Through this policy, the UAE is positioning itself as a global hub for investment and innovation while unlocking long-term growth opportunities.
Additional Cabinet Approvals
Beyond the clusters policy, the Cabinet introduced several measures to support healthcare, sustainability, technology, and education. Key initiatives include:
- UAE Government Annual Meetings set for 4–6 November in Abu Dhabi, focusing on education, economy, national identity, and AI.
- Establishment of the UAE Council for Integrative Medicine, blending modern and traditional healthcare approaches.
- Progress in genomics, with 750,000 participants in the National Genome Programme and new premarital medical screening programmes.
- An updated National Plan for Reducing Aviation Emissions, alongside reviews of the National Environmental Policy and Air Quality Agenda 2031.
- Approval of a national cybersecurity policy package, aligning with international best practices.
- Confirmation of readiness for 283,920 students in the 2025–2026 academic year.
- New regulations for EV charging stations, consumer protection rules, and VAT procedures for scrap metal.
- Ratification of 76 international agreements spanning trade, investment, aviation, and AI.
- Hosting of 12 major international events, including World Maritime Day 2025 and the International Conference on AI in Sports.
Sheikh Mohammed concluded: “All national teams are advancing their plans as intended, performance indicators confirm the success of their efforts, and every sector of our economy is progressing in line with the vision set by the President of the UAE.”
