The Ministry of Human Resources and Emiratisation in the UAE has announced a significant expansion of its Emiratisation program, now including private sector firms with 20 to 49 workers. This move aims to boost Emirati employment opportunities and support national workforce development. The expansion targets 14 specific main economic activities, covering a wide range of industries, including Information and Communication, Financial and Insurance Activities, Real Estate Activities, and more.
Under the new mandate, targeted establishments are required to hire at least one Emirati citizen in 2024 and another in 2025. This initiative aims to accelerate the Emiratisation process and create a multitude of job opportunities in the near future. To ensure compliance, the Ministry has introduced a penalty system for non-compliant enterprises.
Enterprises failing to meet the Emiratisation requirements will face annual financial contributions. Those not hiring an Emirati citizen as mandated for 2024 will be subject to a penalty of AED 96,000. The fine increases to AED 108,000 for the following year, 2025. The Ministry will communicate the specific economic activities included in the program through its digital channels, and targeted establishments will receive notifications accordingly.
