His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai, has launched the Proactive Government Performance System. This new AI-driven initiative is designed to elevate government performance, optimise service delivery, and advance the strategic goals set by the ‘We the UAE 2031’ vision.
System Aligns with ‘We the UAE 2031’ Vision
Through the use of advanced artificial intelligence and data analytics, the system translates the vision’s strategic goals into tangible, measurable outcomes. It aims to provide proactive insights that support both planning and performance management across federal entities.
His Highness Sheikh Mohammed bin Rashid said, “The Federal Government has launched a new performance measurement system that leverages artificial intelligence to enhance decision-making, strengthen oversight of strategic planning, and improve the ability to anticipate future challenges and opportunities.”
He added, “Our commitment to continuous improvement is unwavering. We strive for excellence and aspire for perfection, fully aware that continuous development is essential to progress.”
AI-Driven Insights to Boost Efficiency and Innovation
Launched in the presence of senior officials including Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Mohammad Al Gergawi, and Omar Sultan Al Olama, the system introduces multiple tools to improve government productivity. It enhances service quality, boosts transparency, and provides leadership with over 50,000 proactive insights annually.
Moreover, the system processes more than 150 million data points each month, supports over 250,000 users, and is expected to save 250,000 hours yearly. It trains 200 employees in performance management and data analysis, ensuring strong institutional knowledge.
By using real-time data to forecast outcomes, the system significantly reduces time spent on manual reviews and offers flexible reporting tools. These features help anticipate challenges and unlock new opportunities for public sector innovation.
Transforming Public Sector with Predictive Capabilities
Built on an intelligent AI framework, the Proactive Government Performance System increases performance tracking by 45 times compared to previous models. It empowers entities to manage performance independently, raising self-management capacity by 90%.
It also promotes a culture of continuous improvement, drawing from global best practices. The system emphasises community impact, sustainable results, predictive analysis, and seamless integration.
Data quality, transparency, and system integration are central to its design. Real-time data flow allows for immediate performance measurement, supporting accurate and timely decision-making.
Since the introduction of the Adaa system in 2008, the UAE’s performance management has continuously evolved through Adaa 2.0 in 2013, Adaa 3.0 in 2019, and now with the launch of this latest generation. This progression also reflects the UAE’s long-standing commitment to excellence, innovation, and sustainable development across all sectors.
