His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, has issued Decree No. (48) of 2024, establishing the Dubai Resilience Centre. The new public entity aims to enhance Dubai’s position as one of the world’s most agile cities in managing risks, emergencies, crises, and disasters.
The decree is part of efforts to improve the emirate’s crisis management capabilities, granting the Centre legal authority to take necessary actions and fulfill its mandate. It will operate under the Dubai Supreme Committee of Crisis and Disaster Management.
The Centre’s mission is to make Dubai one of the most resilient cities globally, capable of responding quickly and effectively to various crises. It will equip the city to prevent, manage, and recover from such events.
The Dubai Resilience Centre will develop a comprehensive resilience plan for the city, including policies and frameworks to enhance crisis preparedness. It will coordinate with relevant authorities before submitting initiatives to The Executive Council of Dubai for approval. The Centre will also oversee performance indicators, submit progress reports, and manage a central operations platform for crisis management. It will establish partnerships with regional and international entities and focus on data collection, studies, and public awareness on crisis management.
The decree mandates the appointment of an executive director to lead the Centre and ensure its coordination with government and non-government entities. The decree annuls any conflicting previous legislation and takes effect immediately upon publication in the Official Gazette.
