His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has enacted Law No. (7) of 2025 to oversee contracting activities across the Emirate of Dubai. This law marks a major move in enhancing the emirate’s legal and governance structure for the contracting sector, supporting Dubai’s vision to advance key industries in accordance with global standards.
The legislation establishes a unified framework to regulate the classification, monitoring, and accountability of contractors. It aims to increase transparency while aligning with existing building codes, planning regulations, and the emirate’s overarching strategy for sustainable development.
One of the key elements of the law is the formation of the ‘Contracting Activities Regulation and Development Committee’, to be created by a directive from His Highness, the Chairman of The Executive Council of Dubai. Chaired by a representative from Dubai Municipality, the committee will include officials from government entities involved in the contracting sector. It will oversee approvals of contracting activities, designate supervisory bodies, monitor implementation, propose new laws and policies, and settle jurisdictional disagreements. The committee will also introduce a code of ethics for the industry, collaborate with public and private sector stakeholders, and respond to recommendations submitted by regulatory authorities.
The law covers all contractors operating in Dubai, including those in special development and free zones such as the Dubai International Financial Centre. However, it excludes contracting activities linked to airport infrastructure and any other activities specifically exempted by a decision from His Highness, the Chairman of The Executive Council, based on the committee’s recommendation.
