In his capacity as Chairman of The Executive Council of Dubai, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, has issued two new Executive Council resolutions appointing senior leaders to key roles within the Dubai Media Council.
Under Executive Council Resolution No. (92) of 2025, Hesham Mohammed Abdulrahim Al Olama has been appointed CEO of the Media Development Sector. Resolution No. (93) of 2025 transfers Rashid Humaid Saeed Al Marri from the Government of Dubai Media Office to the Dubai Media Council, where he will serve as CEO of the Media Regulation Sector.
Both appointments came into effect on 1 November 2025 and will be published in the Official Gazette.
Strengthening Dubai’s Media Vision
Her Excellency Mona Ghanem Al Marri, Vice Chairperson and Managing Director of the Dubai Media Council, expressed her appreciation to His Highness Sheikh Hamdan for placing his trust in two distinguished Emirati professionals whose expertise and leadership have prepared them for these strategic responsibilities. She highlighted that the appointments align with Dubai’s commitment to building an integrated framework that accelerates the development of the media sector.
Her Excellency underscored that the Council, led by His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council, continues to advance the media landscape by empowering national talent and fostering sustainable sector-wide growth.
She reaffirmed that the Dubai Media Council is the official authority overseeing and regulating the emirate’s media ecosystem under Decree No. (66) of 2024. Its mandate includes adopting international best practices, responding to rapid technological change, and ensuring regulatory agility across traditional and emerging media platforms.

The new leadership appointments reinforce Dubai’s aspirations to position itself as a global hub for media creativity, high-quality content and innovation. The Council continues to focus on strengthening local media institutions, expanding international collaborations, and enabling the next generation of Emirati media professionals.
Key priorities include developing executive initiatives that stimulate sector-wide growth, establishing clear regulatory frameworks that support a thriving media environment, and investing in human capital by identifying and nurturing emerging talent. Through these initiatives, the Council aims to cultivate a new wave of Emirati creatives capable of producing content that meets global standards
