Kuwait has introduced a tourist visit visa on arrival for expatriate residents of UAE, Saudi Arabia, Qatar, Bahrain, and Oman, effective immediately under Ministerial Decision No. 1386 of 2025. The move was announced by First Deputy Prime Minister and Interior Minister Sheikh Fahad Al Yousef Al Sabah and published in the official gazette Kuwait Al Youm.
Key Requirements
- Must hold a valid residence visa for a GCC country
- Residence visa must have at least six months remaining
- Visa available upon arrival at all Kuwaiti ports of entry
Policy Update
This decision supersedes Decision No. 1228 of 2008, modernizing entry rules for GCC residents. It also aligns with Decree Law No. 114 of 2024 on foreigner residence regulations.
The Ministry of Interior says the change is aimed at enhancing tourism from neighbouring Gulf states and simplifying travel for expatriates living in the region.
