Hussain Sultan Lootah, Acting CEO of ENOC Group and Chairman of Horizon Djibouti Terminals Limited, has concluded a high-level strategic visit to Djibouti and Ethiopia, reinforcing the Group’s focus on advancing energy infrastructure across East Africa.
The visit highlighted ENOC Group’s commitment to supporting sustainable regional development through international collaboration and long-term infrastructure investment.
Engagements in Djibouti focus on energy infrastructure
During meetings in Djibouti, Hussain Sultan Lootah met with President Ismail Omar Guelleh, where discussions focused on accelerating the expansion of critical storage infrastructure. Moreover, he commended the country’s rapid infrastructure development and its progress in strengthening energy capacity.
Additionally, the Acting CEO held talks with Dr Yonis Ali Guedi, Minister of Energy of Djibouti, alongside senior government officials. These discussions reaffirmed ENOC Group’s support for Djibouti’s economic growth through Horizon Djibouti Terminals Limited, while aligning planned investments with national development priorities. As a result, attention centred on increasing storage capacity and advancing high-value energy sector projects.
The visit included senior executives Fahad Askar, CEO of Horizon Terminals Limited, and Omar Kassou, General Manager of Horizon Djibouti Terminals Limited, underscoring the operational focus of the engagement.
Ethiopia discussions strengthen regional logistics coordination
In Addis Ababa, Hussain Sultan Lootah met with senior regional stakeholders, including the Minister of Energy of Djibouti, the Minister of Finance of Ethiopia, the Chairman of the Ethiopian Petroleum Supply Enterprise Board, the President of Ethiopian Investment Holdings, EPSE management, and the CEO of Ethio-Djibouti Railways.
A key outcome was the agreement to establish a dedicated task force and adopt a structured mechanism for rate determination. Therefore, stakeholders agreed that the task force would meet regularly to ensure coordinated implementation and sustained progress.
An ENOC delegation also visited the AMG Holding plant at the invitation of Ethio-Djibouti Railways, gaining operational insights relevant to Horizon Djibouti Terminals’ rail loading project.

The visit further positions ENOC Group as a long-term partner in strengthening regional energy security, logistics integration, and sustainable economic growth across East Africa.
