Dubai has introduced a professional Real Estate Diploma to develop national talent for one of the emirate’s fastest-growing sectors, as property transactions surpassed AED917 billion ($249.6 billion) in 2025. The initiative reflects the market’s resilience and aligns with Dubai’s wider economic and social development strategies.
The programme, delivered in partnership with the Higher Colleges of Technology (HCT), aims to equip participants with practical skills and industry knowledge required to support the sustainability and growth of the UAE real estate sector. Each two-year cohort will train 40 participants across 90 accredited hours, covering areas such as property management, valuation and appraisal, brokerage, tenant and owner relations, and real estate promotion.
Practical training and industry partnerships
On the sidelines of the diploma launch, the Dubai Land Department (DLD) signed cooperation agreements with major developers, including Emaar Properties, Sobha Realty, Aldar Properties, Omniyat Developments, Azizi Developments, Danube Properties, and Ellington Properties. These agreements will provide hands-on training, facilitate the transfer of professional expertise, and ensure that graduates’ skills align with market needs.
Omar Hamad Bu Shehab, Director-General of DLD, stated, “True investment begins with people,” highlighting that Dubai’s real estate achievements are underpinned by a competent workforce and clear career pathways. He added that DLD’s Real Estate Empowerment programme has already supported the employment of 1,800 Emiratis, with 2,028 national brokers now active in the market, including 426 women.
Aligning education with sector demand
Faisal Al Ayyan, President and CEO of HCT, said the diploma reflects the College’s focus on aligning education with labour-market requirements through applied learning. The programme also allows graduates to pursue further academic studies or professional licences, supporting long-term career growth.
The launch forms part of broader efforts under the Dubai Real Estate Sector Strategy 2033 and the Dubai Social Agenda 33 to strengthen human capital and reinforce Dubai’s position as a global real estate hub, powered by skilled national talent.
