This distinguished ranking, issued by the Mori Memorial Foundation’s Institute for Urban Strategies in Japan, marks Dubai as the first city in the Middle East to receive such global recognition.
In the 2023 index, which assesses major cities based on their ‘magnetism’—the ability to attract people, capital, and enterprises—Dubai has ascended three places to claim the eighth spot overall. This accomplishment solidifies Dubai’s standing as a leading global city, a testament to the vision of its leadership and the collective determination of its citizens and residents.

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, expressed that Dubai’s advancement in the Global Power City Index 2023 is a reflection of dedicated efforts to realize the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai. The goal is to secure top global positions across vital sectors and establish Dubai as the world’s premier city for both work and residence.

In the 2023 index, Dubai has maintained its fourth position for the second consecutive year in the Cultural Interaction category, surpassing Tokyo, Istanbul, Madrid, Moscow, and Singapore. Meanwhile, London, New York, and Paris retained the top three spots. This ranking reflects Dubai’s dedication to elevating its status as a cultural destination and a significant hub for creativity, making it one of the premier cities for living and working. These efforts align with Dubai’s cultural vision, aiming to establish the emirate as a global center for culture, a hub for creativity, and a thriving talent hub. Additionally, Dubai continues to hold its top regional ranking in Cultural Interaction.

The index also highlights Dubai’s excellence and leadership in various sub-indicators, including work flexibility, a low unemployment rate, and city cleanliness.
