Dubai has granted certain government officials the authority to carry out law enforcement duties under a new resolution issued by Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, and Chairman of the Dubai Judicial Council.
Resolution No. (2) of 2026 empowers selected personnel across various Dubai government departments with enforcement authority, aimed at strengthening regulatory monitoring and ensuring greater adherence to existing laws and regulations across the emirate.
Dubai Municipality will play a central role in implementing the responsibilities assigned to these authorised officials. Their efforts will be supported by the Eltizam digital platform, which enables authorities to monitor and address practices that could negatively affect Dubai’s urban environment.
The Eltizam application allows both government officials and residents to document and report activities that may breach regulations. The system is designed to streamline reporting while ensuring transparency and efficiency in monitoring potential violations.
Authorities stated that approving the list of officials granted enforcement powers represents an important step in reinforcing Dubai’s smart regulatory framework. The initiative also aims to strengthen cooperation between government entities and the community in protecting the emirate’s urban standards.
The resolution also encourages public participation by allowing residents to report harmful or non-compliant practices through the digital platform. Officials believe this collaborative approach will help safeguard Dubai’s environment and improve regulatory compliance.
The measure forms part of Dubai’s broader strategy to enhance governance, improve regulatory efficiency, and utilise digital solutions to manage violations more effectively across the emirate.
