As part of its initiative to boost Emirati involvement in key economic sectors, Dubai is focusing on cultivating local expertise within the real estate industry. The Dubai Land Department (DLD) has now opened registration for Emirati citizens to enrol in the ‘Dubai Real Estate Broker Programme’ via a dedicated link on its official website.
Since its inception, the programme has attracted significant interest from nationals keen to pursue careers in real estate brokerage. It is designed to foster the development of home-grown talent and contribute to the sector’s expansion.
The Dubai Land Department is encouraging developers and brokerage firms—especially those that were not engaged during the earlier stages—to actively support the real estate broker programme. This includes submitting proposals and participating in its ongoing development. The DLD emphasises the importance of public-private collaboration in offering training and employment opportunities to Emiratis, thereby reinforcing Dubai’s appeal as a leading investment hub.
The programme has already surpassed expectations, with the number of qualified Emirati brokers exceeding 180 per cent of the annual target. Delivered in collaboration with accredited training institutions, the programme provides a three-year real estate broker card upon completion. As of April 2025, the initiative has contributed to over AED 500 million in property transactions and facilitated the licensing of 231 new companies.
The DLD has also conducted more than 10 meetings with 71 partners, including developers, brokerage firms, and training centres. To promote the hiring of Emiratis, a new incentive points system will be introduced, aimed at enhancing a company’s evaluation score within the DLD framework.
