Dubai Healthcare City Authority (DHCA) has commenced construction on two flagship projects within its AED1.3bn (USD 354M) expansion pipeline, reinforcing Dubai’s strategic push to enhance its standing as a global destination for healthcare investment.
PIXEL DHCC and IBN SINA+ are slated for completion by November 2027, representing a significant milestone in the initial phase of DHCA’s long-term development roadmap.
The groundbreaking ceremony was attended by Issam Galadari, CEO of DHCA; Dr. Khalil Charif, Managing Partner at International Foundation Group LLC (IFG); Roula El Hachem Terrien, CEO of Design and Architecture Bureau (DAR); and James Abbott, Group Director at P&T Architects and Engineers Ltd, alongside senior officials and key stakeholders.
Issam Galadari, CEO of DHCA, stated that the launch of PIXEL DHCC and IBN SINA+ underscores tangible progress within the AED1.3bn development agenda. He highlighted that the delivery of high-quality, sustainable infrastructure will further strengthen the free zone’s integrated ecosystem, enhance investor appeal, and drive foreign direct investment.
He added that the initiative aligns with the Dubai Economic Agenda D33 and the UAE Net Zero 2050 Strategy, while further consolidating DHCC’s positioning as a leading global hub for healthcare and wellness.
PIXEL DHCC is set to be a LEED Platinum-certified commercial asset, marking a first within Dubai Healthcare City. Designed by P&T Architects and Engineers Ltd, the nine-storey development spans 13,000 sq m and will feature flexible office configurations complemented by ground-floor retail offerings.
IBN SINA+ is a purpose-built healthcare facility designed by Dubai-based DAR. The five-storey, shell-and-core development will cover 5,800 sq m, accommodating a range of surgical, diagnostic, outpatient, and medical office functions. It serves as a strategic extension of the existing IBN SINA complex within the DHCC ecosystem.
Beyond these core developments, DHCA is advancing complementary infrastructure projects aimed at improving accessibility and supporting the evolving requirements of the Healthcare City community.
Collectively, these initiatives reflect a broader strategy to enhance Dubai’s global competitiveness in healthcare investment, while enabling sustained sectoral growth in alignment with national economic and sustainability priorities.
