The Dubai Government Human Resources Department (DGHR) has entered into a significant partnership with the General Directorate of Dubai Civil Defense (DCD) through a newly signed memorandum of understanding (MoU). This collaboration aims to foster mutual growth by creating pathways for expertise exchange and the development of joint training initiatives. The partnership is designed to support Dubai’s broader objectives of empowering national talent and enhancing their competencies in government roles.
The agreement marks a key development within the framework of DGHR’s “Tumoohi” program, which focuses on providing vocational and soft skills training to college graduates. Through this program, DGHR seeks to equip young professionals with the necessary expertise to thrive in the competitive labor market and contribute to the emirate’s growth.
Strategic Cooperation for Future Talent
The MoU was signed by Essa Bin Natoof, Director of Operations Sector at DGHR, and Maj. Gen. Jamal bin Aded, Assistant Director-General for Resources and Support Services Affairs at DCD. Under the terms of this agreement, both organizations will work closely to design and implement targeted training programs that cater to fresh national graduates. These initiatives will enhance their vocational skills and better prepare them for the job market.
Essa Bin Natoof stated, “The signing of this agreement aligns with the Department’s efforts to strengthen collaborations with various government entities and institutions in Dubai, supporting the emirate’s efforts to achieve future aspirations and strategic goals. Through this constructive partnership, the Department is committed to leveraging its expertise to enhance the skills and qualifications of national talents within Dubai Civil Defense. This collaboration aims to develop their vocational and behavioral competencies, foster competitiveness, and equip them with the future skills required to elevate their performance. Through this, we aim to empower skilled professionals to adapt to global developments and contribute to the emirate’s comprehensive development goals.”
Maj. Gen. Jamal bin Aded added, “This agreement is a testament to DGHR’s efforts in enhancing the consistency of government work, improving the efficiency of UAE human resources and equipping them with the latest skills to lead future development trends and plans.” He also emphasized that, “The General Directorate of Dubai Civil Defense aims to attract national talents and equip them with the requisite skills and expertise to excel in various fields and disciplines of civil defense, while keeping Emiratisation as a top priority.”
Joint Efforts to Strengthen Emiratisation in Civil Defense
As part of the MoU, both parties will combine their expertise to equip civil defense trainees with updated skills, further driving the localization of jobs within the DCD. This agreement is expected to contribute significantly to Emiratisation efforts by ensuring national talent is well-prepared to take on key roles in civil defense and beyond.
