Abu Dhabi’s Integrated Transport Centre (ITC) has begun implementing updates to the Traffic Detour Executive Regulations, introducing stricter controls on traffic permits and enhancing enforcement measures to improve road safety and traffic management across the emirate.
The revised rules clarify definitions related to traffic permits and No Objection Certificates (NOCs), simplifying procedures for stakeholders. Under the new framework, all traffic permits are explicitly non-transferable, and any attempt to transfer a permit to another party will render it invalid.
Emergency works are now allowed to commence without prior approval, provided traffic safety standards are met and the ITC is notified in advance. If such work exceeds 12 hours, a formal permit application must be submitted within 24 hours.
The amended regulations grant the ITC greater authority to temporarily suspend the issuance of traffic permits based on conditions at work sites, potential risks to road users, or non-compliance with approved procedures.
The Centre also has the power to refuse extensions or cancel existing permits if holders fail to meet requirements, exceed approved timelines, or repeatedly commit administrative offences outlined in the updated fines schedule.
In addition, the ITC has revised the offences and fines manual to align with current standards and ensure contractor compliance, eliminating any conflicting provisions from previous regulations.
The authority emphasised that these reforms follow a series of specialised workshops and training sessions for contractors, consultants, and other stakeholders to prepare them for implementing the updated traffic diversion requirements safely.
Traffic diversion permits will continue to be issued through the ITC’s online platform, allowing stakeholders to register, submit, and track applications electronically.
Field inspections and site visits will also be conducted to enforce compliance, with fines imposed on violators to safeguard road users, workers, and public infrastructure.
These updates form part of the ITC’s broader initiative to enhance mobility governance and strengthen safety standards as Abu Dhabi’s transport network continues to grow.
