Abu Dhabi is fast-tracking its evolution into the world’s first AI-native government by 2027, backed by a strategic investment of AED13bn ($3.54bn).
The Department of Government Enablement – Abu Dhabi (DGE) announced that over 100 AI applications are currently operational across 40 government entities, with the upcoming launch of TAMM 4.0 scheduled for GITEX Global 2025.
TAMM 4.0 aims to transform public services by delivering proactive, personalised experiences that respond to the life moments of citizens and residents.

Core features include intelligent coordination of services across government departments, predictive service delivery powered by machine learning, and contextual AI assistants offering multilingual support.
The platform also incorporates predictive decision-making for routine approvals and compliance checks, allowing government staff to concentrate on higher-value tasks.
Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement – Abu Dhabi, stated: “Our goal is to create a government experience that is as simple and intuitive as the technology people use daily. Intelligent, responsive, and centred on human needs. TAMM 4.0 embodies this vision in practice.”
Abu Dhabi has transitioned over 100 AI initiatives from pilot phases to full-scale implementation across more than 40 government entities.
These include proactive service delivery, where AI tracks life events to trigger relevant services automatically; intelligent compliance, which analyses business activities in real-time to offer immediate guidance; and smart resource allocation, using machine learning to predict demand and optimise staffing. Services are delivered seamlessly in more than 15 languages through natural language AI.
To foster inclusivity, DGE has launched AI Majalis throughout the emirate. These community forums, held in traditional majlis settings, create trusted spaces for discussions on practical AI applications in daily life while promoting responsible and ethical AI practices.
Workforce transformation is a key pillar of Abu Dhabi’s AI strategy. Over 95 per cent of the government’s 30,000 employees have completed AI training programmes, equipping civil servants to apply AI ethically and responsibly in their roles.
New Chief Data and AI Officer positions have been established in every government entity to steer AI adoption, governance, and innovation.
