The Department of Municipalities and Transport (DMT) has launched the Sahl Accessibility Assessment System to improve accessibility across Abu Dhabi’s public spaces, facilities, and establishments. This initiative ensures a more inclusive environment for people of determination, senior citizens, and individuals with temporary impairments.
Sahl: Advancing Mobility and Inclusion
Developed in collaboration with government and private sector entities, the system aligns with the UAE’s “Year of Community” objectives. It provides a structured approach to evaluating accessibility, promoting social integration, and removing barriers to mobility. By implementing this framework, Abu Dhabi aims to create an urban environment that caters to all residents and visitors.
The initiative will begin with a pilot phase on Yas Island, using the Sahl Accessibility Assessment Framework. This phase will help identify challenges and gather insights to improve accessibility planning in the future.
A Phased Approach to Implementation
After completing the one-year pilot, the system will become mandatory for new projects. Existing buildings and establishments will also undergo evaluation, receiving certification based on their accessibility levels.
Assessments will fall into three categories:
- Sahl Community Certification – for residential communities.
- Sahl Public Places Certification – for open spaces and public areas.
- Sahl Buildings Certification – for commercial, government, and public facilities.
Each category will be rated across four levels: Qualified, Adaptable, Inclusive, and Exemplary. Authorities will monitor compliance from the design stage to construction and operation, with reviews conducted every five years.
Real-World Assessments for Better Accessibility
To enhance effectiveness, the Department of Community Development (DCD) conducted a user experience study on Yas Island. People of determination and senior citizens evaluated accessibility in public transport, hospitality, retail, entertainment, and religious facilities. Their feedback will help shape future improvements.
By implementing the Sahl system, Abu Dhabi reinforces its commitment to inclusive urban development, ensuring all community members can access public spaces comfortably and independently.
