The Ministry of Climate Change and Environment, in partnership with the Federal Authority for Identity, Citizenship, Customs and Ports Security (ICP), has launched the first phase of the UAE’s Blue Visa system. The announcement was made during the World Governments Summit 2025, held in Dubai from February 11 to 13.
As part of this initial phase, 20 individuals—recognised as sustainability thought leaders and innovators—will receive the Blue Visa. This new 10-year residency programme honours those who have significantly contributed to environmental protection and sustainability, both within the UAE and internationally.
Recognising Environmental Excellence
The Blue Visa is aimed at supporters of environmental action, including individuals affiliated with international organisations and companies, NGOs, global award winners, and prominent activists and researchers in environmental fields. Sustainability advocates and experts may apply directly through the ICP or be nominated by qualified authorities within the UAE.
The initiative builds on the UAE’s legacy of long-term residency schemes, following the earlier launch of the Golden and Green Residencies.
Fully Digital Process for Eligible Applicants
The first phase of the system is electronic, with applications submitted by relevant government bodies within the sustainability sector. Approvals are granted in accordance with established procedures through the ICP’s official website.
Dr. Amna Bint Abdullah Al Dahak, Minister of Climate Change and Environment, emphasised that the Blue Visa represents the UAE’s forward-thinking approach to sustainability. “This initiative reflects the wise leadership’s vision to attract leading thinkers, innovators, and individuals with exceptional achievements in climate change and sustainability,” she said. “Their contributions will help achieve ambitious national goals and build a sustainable future for the UAE and the world.”
Major General Suhail Saeed Al Khaili, Director-General of ICP, added that the service will be available 24/7 through the ICP website and mobile application, according to approved terms and conditions.
