In a strategic move to strengthen national supply chains and empower local businesses, the Abu Dhabi National Oil Company (ADNOC) has awarded contracts worth Dh65.7 billion to nearly 400 UAE-based suppliers during the first half of 2025. This initiative forms part of ADNOC’s In-Country Value (ICV) program, launched in 2018 to drive industrial growth, foster economic resilience, and generate private-sector jobs for Emiratis.
The contract awards span key sectors including drilling, logistics, engineering, procurement, construction (EPC), and operational support services. As ADNOC continues to leverage its procurement to boost domestic capabilities, these agreements highlight the company’s role as a critical engine for sustainable national development.
Fueling Private-Sector Growth Through Strategic Procurement
Dr. Saleh Al Hashmi, ADNOC Director of Commercial & In-Country Value Directorate, underscored the broader economic impact of these contracts. “The award of commercial contracts valued at Dh65.7 billion to a wide range of local suppliers emphasises the extent to which ADNOC’s In-Country Value programme continues to propel economic and industrial growth for the UAE,” he said.
He added that these contracts create a ripple effect throughout the economy. They not only increase productivity and competitiveness but also support the creation of highly-skilled private-sector jobs for UAE nationals. “We encourage all our partners and stakeholders to collaborate with us and contribute to the UAE’s industrial growth journey,” he concluded.
Among the major contract beneficiaries are NMDC Energy, Target Engineering, Al Dhafra Co-operative Society, Arab Development Establishment, Excel Astra Engineering, Robt. Stone, GISCO, and Euro Mechanical & Electrical Contracting. Their inclusion also reflects ADNOC’s ongoing commitment to working with capable, homegrown suppliers that bring long-term value to its operations.
Dh200 Billion Economic Boost Planned Over Five Years
Looking ahead, ADNOC plans to inject an additional Dh200 billion ($54.5 billion) into the UAE economy through its ICV program by 2030. The company also aims to locally manufacture Dh90 billion ($24.5 billion) worth of products within the same period, reinforcing its dedication to domestic industrialisation and supply chain sustainability.
To support this ambitious expansion, ADNOC has launched the Make it with ADNOC mobile app, offering suppliers, SMEs, and entrepreneurs transparent access to upcoming procurement opportunities. The app is designed to streamline supplier engagement and increase participation from emerging businesses.
Since its inception, the ICV program has generated over 17,000 private-sector jobs for Emiratis. ADNOC’s continued outreach—ranging from established corporations to rising entrepreneurs—reflects a broader strategy to foster innovation and long-term prosperity within the nation.
The company is inviting businesses to explore these opportunities further at the Make it in the Emirates Forum, held from May 19–22 at ADNEC in Abu Dhabi.
